2ND BILL AIMS TO EASE RIFT OVER HIGH-CAPACITY WELLS

Senate Republicans put forward their second high-capacity well bill in as many days Thursday, this one a sweeping proposal that seeks to cool the simmering conflict between the needs of big water users like large farms and the environment. The issue is one of the most contentious currently before lawmakers, drawing passion from vegetable growers, trout anglers and the owners of lakefront homes alike.  Sen.
