Distribution Maintenance Supervisor

City of Fond du Lac Water Utility is accepting submissions for a Distribution Maintenance Supervisor.

Job Summary: This position works under the general direction of the Water Utility General Manager, plans, schedules, directs, and supervises the activities of the field crew engaged in the installation, inspection, testing, repair, and maintenance of the water distribution system pipelines and related appurtenances.

Typical examples of duties may include but are not limited to the following:

  • Participates in selection interviews and hiring of new staff; approves timecard allocations, time off for payroll purposes, prepares employee performance evaluations, and handles minor disciplinary actions.
  • Gathers job information, prepares, and adjusts work schedules, meets with crew members, and assigns work involving construction, inspection, testing, paving, concrete/asphalt, saw cutting, and maintenance and repair of underground pipelines and appurtenances.
  • Visit job sites to inspect and spot check work in progress and provides needed direction to crews; ensures construction work is completed in accordance with Utility standards and specifications.
  • Reviews crew productivity on assigned work activities and recommends or implements improved methods, practices, and procedures; ensures the city’s safety policies are followed; makes arrangements for equipment and vehicle inspections, repairs, and maintenance as required.
  • Investigates and reports on non-routine customer complaints and recommends solutions; supervises arrangements for advance public notice of system shutdowns; responds by phone or in person to after-hours main breaks or other emergencies and participates in the on-call rotation. Responsible for assigning and ensuring the availability of on-call personnel on a rotating basis.
  • Maintains records of hours worked and materials used as work is completed; prepares reports and statistics detailing work projects and their status; investigates and reports on field incidents or unusual job conditions; enters information into computerized database.
  • Approves expenditures for equipment and materials, monitors budget for assigned area. Makes recommendations and assists General Manager in development of preliminary budget for assigned area. Estimates and tracks job costs for billable and non-billable work orders.
  • Develops, implements, and maintains the Utility’s water loss program efforts and distribution water quality improvement efforts using flushing techniques.
  • Performs other related work as required.

Working Environment: Work is performed primarily indoors in an office setting. May also work outdoors in all weather conditions, providing directions to crew, making on-site inspections and/or troubleshooting.

Education and Experience: High school diploma or equivalent, six to seven years of experience in utility construction. Emphasis on water is a plus. Two to three years of experience as supervisor and/or lead worker. Additional training in leadership is desirable. Course work in engineering/construction technology or water quality beneficial but not required.

Additional Requirements:

  • Must possess a valid driver’s license.
  • Must possess or be able to obtain a valid Wisconsin Commercial “Class A” Driver’s License without air brake restriction with tanker endorsement. (training available)
  • Perform skilled labor as necessary to complete job.
  • Familiarity of various smaller construction and water main equipment (pipe & concrete saws, ladders, pumps, tapping machine, etc.
  • Ability to effectively utilize Microsoft Office products (Word, Excel, Outlook), with the ability to learn ESRI GIS editing, and Utility work management/asset management software.
  • Current training and/or ability to complete (training provided): Competent Person, Forklift Safety, Work Zone/Flagger Safety, Confined Space Entry, Basic First Aid, and CPR.

Salary Range: We offer a competitive compensation package ($62,885 – $71,869/annually) based upon knowledge, skills, and abilities with potential to receive additional step increases based on meeting and/or exceeding goals/expectations; annual COLA and step increases pending City Council approval of budgets and satisfactory performance; and future promotional opportunities in alignment with succession and career path.
