Village of Whiting is accepting applications for a part-time, permanent Deputy Clerk/Treasurer role (up to 20 hours per week). This position supports the Village Clerk/Treasurer and helps carry out the statutory duties of a Wisconsin Village Clerk and Village Treasurer under Wisconsin Statutes §§ 61.25 and 61.26.
- Key responsibilities include:
- Election administration support
- Licensing and records management
- Accounts payable and accounts receivable
- Utility billing and payroll support
- Customer service and assisting with employee benefit administration
- Maintaining official Village records, ordinances, and resolutions
- Required qualifications:
- Valid State of Wisconsin driver’s license
- Strong communication and public relations skills; able to interact with the public courteously and tactfully
- Strong attention to detail with clerical and accounting work; ability to keep clear, concise records
- Proficient in computer use, including Microsoft Word and Excel; able to learn payroll, utility billing, and accounting systems
- Experience in accounting/financial bookkeeping or closely related fields
- Ability to complete Wisconsin Election Commission training and maintain required continuing education/certifications

Job Description
The Deputy Clerk/Treasurer performs tasks independently under the general supervision of the Village Clerk/Treasurer and completes a variety of clerical functions in the Clerk’s Office. Duties include customer support, payment processing, licensing and applications, elections support, meeting support, and routine/complex recordkeeping. Experience in accounting/financial bookkeeping (or related fields) is required.
- Essential knowledge, skills, and abilities:
- Solid knowledge of bookkeeping and accounting
- Strong communication skills and knowledge of office practices
- Proficient typing/keyboard skills, 10-key operation, and office equipment
- Proficient in computer use and various software applications
- Job functions and duties:
- Assist utility customers and the public with questions related to Village operations
- Perform utility billing tasks, prepare monthly invoices, and follow up on delinquencies and assistance arrangements
- Serve as primary cashier: receive payments, prepare bank deposits, and apply payments
- Prepare and post meeting notices under direction of the Clerk/Treasurer
- Serve as backup to the Clerk/Treasurer, including office coverage during absences and as election administrator during elections
- Assist with payroll preparation for Village employees
- Assist with preparing payment for Village invoices
- Assist with preparation of Village Board meeting minutes and meeting materials
- Provide public records/information to citizens and other agencies as requested
- Assist with municipal elections, including WisVote maintenance and training election workers
- Coordinate articles for the Village newsletter
- Assist with maintaining the Village website
- Perform other duties as assigned
